It appears that a branch visit is required to open an account. Branches are located Kansas City, Harrisonville and Archie, Missouri.
Central Bank now owns the office of the former failed Gateway Bank of St. Louis. It usually takes a while before a new bank is fully integrated. However, it is common for the acquiring bank to offer CD deals at the branches of the former failed bank. So a deal similar to this 15-month CD special could eventually be available at the former Gateway Bank office.
The FDIC typically only allows financially healthy banks to acquire failed banks. That is the case with Central Bank. Its ratings for safety and soundness are strong: 3½ stars (good) at BauerFinancial and 4 stars (sound) at Bankrate.com. Both ratings are based on 6/30/09 financial data. The bank has been a FDIC member since 1951 (FDIC Certificate 17009).
